Oxnard rent control — what landlords and tenants should know
In short:
- Rent increases are capped at 4% once every 12 months for fully covered units.
- Registration was due November 1, 2026; fees of $140 per fully covered unit or $70 per partially covered unit are due January 30, 2027.
- Just-cause eviction rules apply to most Oxnard rentals, even where the rent cap does not.
The 4% cap
Oxnard's Rent Stabilization Ordinance caps rent increases at 4% once every 12 months for fully covered units — generally rentals built on or before February 1, 1995.
Does it cover my unit?
- Fully covered: built on or before February 1, 1995 — the 4% cap applies.
- Partially covered: built after February 1, 1995 — the 4% cap does not apply, but Just Cause Eviction rules still do, and a no-fault eviction requires relocation assistance of two months' rent or $5,000, whichever is greater.
Common rent-cap exemptions include single-family homes where the owner is not a corporation, a real estate investment trust, or an LLC with a corporate member (with written notice given to the tenant), and owner-occupied duplexes. Check your unit's status before acting.
California rules layer on top
Under AB 1482, most rentals 15+ years old also have a statewide cap (5% plus inflation, max 10% a year) and just cause protections, with one month's rent in relocation help for no-fault evictions. Where local and state rules both apply, the stricter one generally governs.
